This research examines the conditions for civilizational advancement in the Holy Qur'an as a constructive system that begins with the individual and culminates in development and empowerment.

 It stems from a central question: What conditions does the Qur'an stipulate for the emergence of a rising and sustainable civilization?

The research employs a thematic interpretation methodology, conceptual analysis, and a systematic approach, drawing upon Imami commentaries, hadith sources, and contemporary Quranic studies. It concludes that civilizational advancement is not achieved through material power alone, but rather through the development of the honored and entrusted human being, linking action to justice, trustworthiness, responsibility, and consultation, while distinguishing between divinely ordained empowerment and fleeting success. Thus, the research presents a constructive Quranic reading of the laws of development, establishing that sound development is the fruit of the convergence of guidance, action, and values ​​in human life, and establishing a criterion that governs the vision of advancement from within the Quranic text itself, not from outside it.
